The Genesee Valley Nurses Association, an affiliate of ANA-NY, held a webinar last week in which Marilyn Dollinger, DNS, FNP, RN,  who was recently elected ANA-NY President, gave a NYS legislative update.  Her presentation slides are attached.
Summary of New York State Legislative Update:
BS in 10 -  June 2020 graduates and beyond will be subject to this law and must obtain a BS in Nursing within 10 years of graduating from an associate degree or diploma nursing program.  For more info, see FAQs on ANA-NY and NYONEL websites
 
NP Modernization Act of 2014 - Sunsets in 2021.  Governor's Executive Order currently gives NPs full practice authority without written practice agreement or collaborative physician relation.  NYS Assembly Bill A1535 would continue the 2014 Act
Bills Introduced in 2021 - 2022 Legislative Session (A = Assembly bill; S = Senate bill)
 
A108 Safe Staffing for Quality Care - #1 Hot Issue - Sets nurse staffing ratios to patients by unit in hospitals and long-term care facilities.  HANYS estimates this would require 70,000 additional nurses as the bill is currently written
 
A286 - Restrictions on consecutive hours worked by nurses.  Financial penalty to hospitals forcing overtime.
A151 - Collaborative Programs for Community Paramedics.  Would allow EMTs to provide care beyond current scope of practice. Would include chronic disease management and medication checks
 
A285 - Preceptor Tax Credit - $1,000 personal tax credit for every 100 hours of precepting
S2677 - Religious exemption from vaccination requirements for children's school attendance
S3730 - Military Spouse Act - Enacts the Nurse Licensure Compact (34 states have already implemented)  Has "legs" this year due to increase in telehealth visits.  Stumbling block is the NYS Department of Education who does not want to lose income from collecting nursing license fees.
Continuing Education bills:  These bills would require continuing education in:  A1335 Chronic Pain; A3418 Opioid training; S669 Diversity, Equity and Inclusion; S1865 Human Trafficking
